Elders from the Lac Courte Oreilles Reservation gathered for council in the summer 1991 at the invitation of Burt Wolf. The idea was to create employment on the Lac Courte Oreilles Reservation through the development of "green" industries. The Elder Council discussed distribution mechanisms for goods and services and funding options available to Native American entrepreneurs. The Elder Council adopted the name of Chief Ma-Ingan of the Lac Courte Oreilles (1865-1934) to further his efforts in Native American community economic development.
